Buying is a one-time payment; owning is an ongoing expense. This guide covers the typical costs of owning property in Cuenca, so they don't catch you off guard.
Property tax (impuesto predial)
Every property owner in Ecuador pays an annual property tax to the relevant local GAD Municipal, calculated on the cadastral appraisal value (which isn't necessarily the same as market price). Most municipalities, including Cuenca, offer discounts for early payment in the first months of the year — worth checking the current dates.
HOA fees (alícuotas)
If the property is inside a gated community or a building with common areas, there's a monthly fee that covers security, cleaning, and maintenance of those areas. The amount varies a lot by building — it's something to ask the seller before closing, not after.
Maintenance by property type
- House with a yard or garden: upkeep of green areas, and in humid sectors, periodic moisture checks.
- Apartment: generally less hands-on maintenance, but the HOA fee makes up for it.
- Property in the Historic Center: being a heritage building, any facade repair may require specific permits, which can raise maintenance costs.
Property insurance
Not mandatory, but many owners get it — especially if the property is an investment or a second home that isn't occupied year-round.
Ask before, not after
The HOA fee amount and whether the property tax is current or has outstanding debt are concrete questions you can ask the seller or your agent before closing — you don't have to wait until you're the owner to find out.
